New extended IR35 rules five months on – a guide for HEIs

We are very pleased to announce that UCEA will host this New extended IR35 rules 5 months on – a guide for HEIs event using Microsoft Teams on Friday 8 October
This event, designed in conjunction with colleagues from BDO, will explore the implications of the extended IR35 rules for the HE sector, as well as touching on the self-employed and workers. It will commence at 10.00 am and finish at 12.30 pm.
 

The programme and speakers

This two and a half hour online event will highlight how to minimise the risk of significant fines being imposed on your HEI if you are not complying satisfactorily with the new extended off-payroll rules, which came into effect in April 2021.

HEIs have been required to deal with off-payroll (IR35) requirements since 2017 and the additional off-payroll (IR35) requirements have brought in more scrutiny by HMRC for determining when someone can, or cannot, be paid off payroll. HMRC have made it clear they will be conducting investigations in HE to ensure compliance, so HEIs must ensure that they can demonstrate that they have put in place systems, processes and controls to enable them to comply with the new HMRC rules. 

Employment status continues to be a complicated area, for example, HMRC’s CEST tool does not provide a status decision in around 20% of cases. This, together with employment status being an area of focus for HMRC means that now may be a good opportunity for a reminder of what HMRC will have expected employers to do to comply with the original and extended off-payroll rules.

This event will give HR, Finance and payroll colleagues very practical hints and tips on how to review your current processes and policies, identify your off-payroll labour, quantify risks and identify which suppliers may need further consideration under the new IR35 rules, applying to personal service companies. In addition, we will consider other off-payroll workers such as the self-employed and workers whose status also needs to be determined. 

Our speakers, Caroline Jones, Employment Tax Director and Ellie Treasure, Employment Tax Senior Associate at BDO will share learning from their recent experience of assisting HEIs and other employers to make sure that they are correctly applying the rules since April’s changes.

Caroline’s previous experience of advising on tax and related issues within the HE sector gives her a valuable understanding of the nuances of the sector and Ellie brings her expertise from a public sector organisation where she experienced the highs and lows of IR35, implementing processes and policies to ensure compliance with both the original IR35 rules and the extended.

Who should attend, attendance fee and how to book

It is aimed at HR, Finance and payroll professionals responsible for ensuring their HEI meets the HMRC requirements for engaging staff under the IR35 rules.
 
We anticipate demand for this event to be high. To ensure that as many HEIs as possible have access to places, whilst ensuring that discussions can take place, the maximum number of attendees for this event is 200.

We will therefore limit places to a maximum of two places per HEI. Waiting list priority will be given to HEIs without representation. 

The attendee fee for New extended IR35 rules 5 months on – a guide for HEIs is at a special participation fee of £185 for per HEI booking. Members have the option of booking one or two places for £185.
